Summary Meeting Notes

Actions Taken:

1.       B. Puritz presented the account balances of previously authorized projects. The School Committee will update the Committee at the next meeting of their outstanding balances. The format of the report will be the same as the Town’s report.

2.       P. Linehan led a discussion of a proposal by S. Solomon to exclude from the limits of Proposition 2˝ all of the remaining debt not exempted from these limits. To assist the committee in assessing its merits, it has been requested that Mr. Solomon appear before the committee at the next meeting.

3.       M. Baskin discussed the comprehensive assessment of town-wide capital needs.

4.       P. Linehan led a discussion about whether the committee should consider proposals for capital requests excluded from the limits of Proposition 2˝.  B. Puritz noted that the committee is not constrained from doing so.

5.       P. Linehan led a discussion regarding a town-wide capital maintenance program.

Votes Taken:

1.       MOVED by D. Hearne, and duly seconded, that the minutes of the September 29, 2004 Capital Outlay Committee meeting, as amended by D. Hearne, be accepted. VOTED in the affirmative, 4-0-3.

2.       MOVED by D. Hearne, and duly seconded, that the minutes of the October 12, 2004 Capital Outlay Committee meeting be accepted. VOTED in the affirmative, 6-0-0.
